Lead Strategic HR for a High-Impact APS Agency
We are seeking a dynamic and experienced Executive Level 2 Human Resources professional to lead a multidisciplinary HR team and drive the agency’s people and culture agenda. This critical role supports the Executive and Senior Leadership Team by delivering strategic and operational HR initiatives that align with our values and business objectives.

Key Responsibilities
The successful candidate will:
Lead and deliver all aspects of strategic and operational HR for a small APS agency.
Drive implementation of the agency’s strategic HR agenda, including leading a Culture First pillar within a broader internal corporate strategy.
Provide high-quality, timely, and trusted advice to the Executive and Senior Leadership Team, including on sensitive or complex HR matters.
Exercise diligence in managing personal and sensitive information in line with the Australian Privacy Principles.
Support the Executive in promoting and modelling the agency’s values and behaviours.
Complete implementation of the agency’s Enterprise Agreement and develop supporting employment relations policies and guidance.
Deliver a fit-for-purpose workforce plan informed by HR metrics and workforce data insights.
Manage outsourced payroll service delivery, ensuring service quality and compliance.
Promote and enable a high-performance culture, particularly by supporting and developing manager capability through coaching and L&D initiatives.
Foster strong, collaborative relationships with internal and external stakeholders.
About You
To be successful in this role, you will have:
Demonstrated experience leading strategic and operational HR in a complex environment, ideally within the APS.
Proven ability to develop and implement HR strategy aligned to organisational goals.
Strong leadership skills, with a record of building high-performing teams and enabling positive workplace culture.
High-level interpersonal, communication, and stakeholder engagement skills.
Deep knowledge of APS employment frameworks, enterprise agreements, and workforce planning.
Sound judgement and discretion when dealing with confidential matters.
The ability to effectively leverage HR data and insights to inform decision-making.
Eligibility Requirements
To be considered, applicants must:
Be an Australian citizen.
Be able to obtain and maintain at least a Baseline security clearance.
Return a positive outcome on a National Police Check.
Applicants seeking a Section 26 transfer must be current ongoing APS employees at the EL2 level (or assessed as suitable at this level).
