Program Manager – Infrastructure Transformation & Contractor Management
Are you an experienced Program Manager with a background in infrastructure contract management? We are partnering with a major government department undergoing a significant, multi-year investment in its infrastructure portfolio to address growth demands and optimise its existing assets. With an annual delivery portfolio of approximately $2 billion and an asset base exceeding $40 billion, this is a massive and impactful initiative.
The Opportunity
- Contract Term: Long-term contract running until June 2028.
- Remuneration: AO8 Level – offering a lucrative rate up to $95.08 per hour.
- Location: Brisbane based.
To support this massive investment, our client has established the Contractor Management Improvement (CMI) Program. This major business transformation initiative aims to enhance the management of contractors delivering building, construction, and maintenance services across their extensive facilities. The program heavily focuses on improving safety, mitigating risks, and strengthening contractor performance to ensure high-quality outcomes.
The Role
Reporting to the CMI Program Director, this role has been created to provide essential expertise in procurement, contract management, and program implementation. With the CMI Program now moving into detailed design and implementation, you will work as part of the embedded program team to translate the agreed future model into operational practice. You will engage stakeholders across the Infrastructure Services Division and more broadly to embed sustainable improvements to contractor management.
The core purpose of this role is to help manage, implement and embed the desired reforms to contractor management to embed safety, manage risk and drive better value from the organisation's infrastructure contractor spend.
Key Responsibilities:
- Lead the detailed design of reformed contractor management practices, translating the agreed future model into implementation-ready processes, tools, and artefacts.
- Drive the implementation and rollout of the future model, sequencing delivery to strengthen safety, performance, and risk management without disrupting business-as-usual activities.
- Lead change management and adoption activities, supporting operational and leadership teams through the transition and embedding new ways of working.
- Provide authoritative advice to executives and delivery partners through workshops, written briefings, and targeted engagement.
- Track implementation progress and benefits realisation, using feedback and metrics to course-correct delivery and ensure outcomes are sustained post-rollout.
- Work collaboratively with all stakeholders, building strong functional relationships across the Division and broader Department to support project objectives.
- Utilise strong communication skills to convey complex ideas and technical requirements clearly to diverse audiences.

Qualifications & Experience
- Mandatory: You must possess a valid Blue Card (Queensland’s official Working with Children Check).
- Highly Regarded: Experience in government infrastructure delivery, infrastructure contract management.
- Highly Regarded: A strong background in business improvement, transformation, or implementing organisational reform and operating model change at scale.
- Highly Regarded: Experience working within complex organisations or the public sector, specifically with risk and safety management in infrastructure.
