About the Role
Reporting to the Manager, Finance, the successful candidate will develop and provide financial accounting, budgeting, and payment processing support for a newly established government entity from scratch. This is a pivotal role focused on establishing the foundational financial framework and ensuring robust reporting standards.
Key Responsibilities
- Annual Reporting: Set up and support the entity’s first annual report, including financial statements, procurement activities, addressing audit queries, and preparing financial/non-financial notes.
- Process Establishment: Set up and implement financial reporting processes for actuals and budgets, including monitoring variances and preparing ad-hoc reports for FOI and audits.
- Compliance: Establish and prepare compliance returns (payroll tax, WorkCover, BAS) and ensure all processes align with Standing Directions and Asset Management requirements.
- Policy Development: Write and implement finance policies and procedures, including accounts receivable, accounts payable, banking, and financial journals.
- Financial Management: Maintain accurate reporting, budgets, and forecasts while managing general ledger reconciliations.
Skills & Experience Required
- CPA or CA qualified (current membership)
- Demonstrated financial compliance and reporting experience within the Victorian State Government.
- Advanced Microsoft Excel skills (pivot tables, complex formulas) and experience with Oracle Cloud, Axiom, or similar ERP software.
- Ability to interpret business plans, provide specialist professional advice, and manage complex stakeholder relationships.
- Experience in managing people and holding teams accountable to public sector values.
