Senior Project Manager - Capital Planning
Location: South-eastern suburb from Melbourne. Division: Strategy, Innovation, and Transformation
About the Role
We are seeking an experienced and strategic Senior Project Manager to join our Council client’s Strategy, Innovation, and Transformation department. In this high-impact role, you will lead the end-to-end delivery of enterprise service improvement projects, with a primary focus on designing, testing, and implementing a 4-year capital works planning framework. You will play a pivotal role in transitioning the organisation from an annual capital planning approach to a structured, multi-year model that improves visibility, strengthens prioritisation, and aligns infrastructure investment with long-term strategic outcomes.
Key Responsibilities
- Project Leadership: Lead complex projects from planning to finalisation, ensuring they are delivered on time, within budget, and to the required quality standards.
- Strategic Planning: Develop and validate a ‘working model’ for the 4-year Capital Works Program, transitioning it into a repeatable, organisation-wide governance framework.
- Stakeholder Management: Navigate a complex governance environment, building strong relationships with business owners, steering committees, and Council officers to drive operational performance.
- Governance & Compliance: Ensure adherence to the Council client's project management framework and procurement policies, manage project risks, and monitor contractor compliance.
- Collaboration: Work closely with change managers to embed new frameworks and ensure project deliverables align with broader organisational objectives.
About You
To be successful in this role, you will possess:
- Qualifications: A tertiary qualification in Infrastructure Portfolio or Project Management (or a related field).
- Experience: Proven expertise in portfolio, program, and project management, particularly within infrastructure or capital works. Extensive experience in large/complex organisations or local government is essential.
- Certification: PRINCE2, PMP, AgilePM, or equivalent. (Change management certification is highly desirable).
- Skills: Exceptional communication, negotiation, and leadership skills. You are adept at managing cross-functional teams, navigating ambiguity, and presenting complex information to senior leaders and executives.
- Tools: Experience using project management systems (e.g., Altus) and financial tracking tools.
