We are seeking a highly experienced, hybrid Business Analyst for a critical project within a major NSW Government agency.
This is not a standard BA role. We need a true "all-rounder" who is equally comfortable mapping complex business processes (functional) as they are defining system specifications and data flows (technical).
Your primary responsibility will be to bridge the gap between business stakeholders, technical teams, and vendors throughout a major system implementation and upgrade. Key Responsibilities
Lead requirements elicitation through workshops, interviews, and document analysis for both business (functional) and system (technical) needs.
Develop high-quality documentation, including "as-is" and "to-be" process maps, Business Requirements Documents (BRDs), functional/technical specifications, and user stories.
Act as the key liaison between non-technical business units and IT delivery teams to ensure requirements are clearly understood and translated into viable solutions.
Provide critical support to the ICT procurement lifecycle, including contributing to the development of tender documentation (RFT/RFQ) and participating in the evaluation of vendor responses.
Play a pivotal role in the system implementation and upgrade, supporting solution design, configuration, integration, and testing (SIT/UAT).
Conduct gap analysis to identify opportunities for improvement and ensure the new system meets all business objectives
Essential Skills and Experience
To be successful in this role, you must have:
NSW Government Experience: Demonstrated experience working as a Business Analyst within one or more NSW Government agencies.
Procurement & Tender Experience: Mandatory, hands-on experience with NSW Government procurement processes. You must have been directly involved in developing tender documentation (RFTs/RFQs) and/or evaluating vendor submissions.
Hybrid BA Skills: Proven ability to operate as both a functional (process, business rules) and technical (systems, data, integration) Business Analyst.
System Life cycle Experience: Extensive experience supporting the full life cycle of ICT system implementations, integration, and/or upgrades.
Core BA Toolkit: Expertise in business process mapping (BPMN), requirements engineering, and stakeholder management.
Communication: Exceptional written and verbal communication skills, with the ability to confidently manage stakeholders at all levels.
