Senior Procurement Officer (APS6 Equivalent)
Location: ACT Start Date: ASAP Contract Length: 6 months (with possible extension) Pay: $70 - $80 per hour + superannuation Hours: Full-time with a hybrid model
The Role
Working under the direction of the Program Lead, you will take responsibility for end-to-end procurement management, contract negotiation, and establishment. You will work alongside a team of APS staff and existing contractors to ensure all activities meet the highest standards of professionalism and probity.
Key Responsibilities:
- Procurement Planning: Lead planning for identified projects and select the most appropriate procurement types in collaboration with stakeholders.
- Documentation: Develop procurement approaches and documentation in compliance with the Commonwealth Procurement Rules (CPRs) and internal policies.
- Process Management: Manage the full lifecycle from tender initiation to contract closing to ensure transparency and accountability.
- Risk & Advice: Identify procurement-related risks, establish mitigation actions, and provide expert advice to the team.
- Performance & Finance: Monitor and report on procurement trends against plans and budgets, and manage contract payments.
Requirements
To be successful, you will need strong practical experience in Commonwealth procurement frameworks and the ability to manage diverse, sensitive stakeholders.
Essential Criteria:
- Expertise: Proven experience in procurement planning, designing requests for tender/quotes, managing evaluations, and negotiating contracts.
- Legislative Knowledge: Strong understanding of the Commonwealth Procurement Rules, including the application of exemptions.
- Technical Skills: Proficiency in MS Project and the Microsoft Suite (Word, Excel, PowerPoint, SharePoint, and Outlook).
- Soft Skills: Ability to think critically, identify collaborative solutions, and manage competing demands.
- Eligibility: You must be an Australian Citizen and hold a current NV1 Security Clearance.
Highly Desirable:
- Tertiary qualifications in a relevant field.
- Formal qualifications in Commonwealth procurement or contract management.
- Experience managing procurements both within Australia and overseas (specifically the Pacific region).
