The Role: VPS4 Policy Advisor/Analyst/Officer
Location: Melbourne (Flexible within Victoria)
Start Date: ASAP
Contract Length: 3 months (with possible extension)
Pay: $61.97 - $71.49 per hour + super
Hours: Full-time with a hybrid work model
The Ideal Candidate will have:
- A recognized tertiary qualification in public policy, environmental management, or governance.
- Demonstrated experience interpreting and analyzing environmental legislation and technical policy information.
- An understanding of the Victorian energy sector, including electricity, solar, and gas network frameworks.
- Strong stakeholder engagement skills and the ability to build collaborative relationships across government.
- Proven ability to work with minimal supervision while managing complex policy workstreams.
- Experience drafting ministerial briefs, correspondence, and Cabinet submissions with high attention to detail.
- A commitment to cultural safety and creating environments free from discrimination.
Key Responsibilities:
- Policy Advice: Provide expert support to Senior Policy Officers and Managers in the delivery of client safety policy and legislative reform.
- Project Contribution: Develop, implement, and monitor project plans, including the Gas Substitution Roadmap and Energy Safety Review.
- Briefing & Reporting: Draft and review high-quality papers, presentations, and ministerial briefings to meet organizational standards and deadlines.
- Stakeholder Management: Maintain collaborative relationships with internal and external partners, including Energy Safe Victoria and AEMO.
- Analysis: Monitor projects to identify emerging issues, roadblocks, and areas requiring executive attention.
- Governance: Support the delivery of governance oversight and relationship management across the Energy Safety and Security Branch.

Desirable Skills to have for the Role:
- Knowledge of Energy Emergency Management services.
- Experience with the State Emergency Management Plan.
- Familiarity with gas pipeline regulation.
