Program Manager - Procurement Transformation (Fixed-Term Full-Time 12 months)

Randstad is partnering with a prominent public sector organisation in Victoria to secure a high-calibre Program Manager to lead their strategic Procurement Transformation Program.
This is a key fixed-term, full-time role reporting directly to the Chief Procurement Officer. You will be instrumental in modernising, simplifying, and optimising procurement processes, systems, and capabilities across the entire organisation. This program is focused on driving digital enablement, achieving greater compliance, and delivering enhanced value through sourcing and contract management.

Key Accountabilities
As the Program Manager, you will be responsible for the end-to-end delivery of this multi-stream program, including:
- Program Leadership & Governance: Lead the planning, execution, and effective governance of the program, defining scope, objectives, and success metrics.
- Risk & Financial Management: Proactively manage program financials, schedule, risks, and issues, ensuring early identification and resolution of potential barriers.
- Cross-Functional Team Leadership: Lead and coordinate matrixed teams across Procurement, Finance, Legal, and IT, driving collaboration and accountability.
- Stakeholder Engagement: Build strong relationships with internal stakeholders and facilitate executive steering committees, providing transparent reporting on status, budget, and benefits realisation.
- Change Management: Partner with the Change Manager to develop and implement change strategies, ensuring successful adoption of new ways of working and digitally enabled processes.
- Commercial Activity: Lead required commercial activities in line with procurement policies and manage external vendor relationships.
Your Profile
The ideal candidate will demonstrate the following experience, skills, and attributes:
- Proven Experience: Demonstrated success in delivering large-scale procurement or transformational programs, ideally within a regulatory or compliance-driven context.
- Leadership: Exceptional ability to lead and coordinate cross-functional teams in a complex, matrixed organisational structure.
- Qualifications: Relevant program or project management qualifications (e.g., PMP, MSP, PRINCE2).
- Stakeholder Management: Excellent stakeholder engagement and communication skills, with a proven ability to build trust and rapport with diverse groups.
- Sector Experience (Desirable): Experience working in transport, infrastructure, or similarly complex and regulated operational environments.
- Procurement Knowledge (Desirable): An understanding of modern procurement processes and systems (e.g., Zycus, SAP Ariba).
