Reporting to the Procurement Lead, the successful candidate will be a key participant in the Digital Transformation department. You will lead and manage end-to-end sourcing activities, providing expert guidance to optimise procurement outcomes and ensure the seamless availability of critical goods and services. This role requires high-level commercial acumen to deliver solutions for high-value or high-risk sourcing activities within a dynamic emergency services environment.
Key Responsibilities:
- Lead complex end-to-end procurement processes, including the preparation of RFX documentation, market briefings, and evaluation panel facilitation.
- Manage contract negotiations and execution, ensuring all activities identify savings opportunities and create value.
- Liaise with Legal Counsel to support the drafting of contract documentation, including Variations, Extensions, and Memorandums of Understanding.
- Develop 12-to-24-month procurement pipeline plans and analyse category spend data.
- Ensure all activities comply with the Victorian Government Purchasing Board (VGPB) policies and legislative requirements.
- Provide commercial advice to contract managers to resolve emerging risks or issues.
Skills & Experience Required:
- Extensive experience in strategic sourcing or procurement roles, specifically focusing on procurement strategy and vendor management.
- Mandatory: Strong understanding of Victorian Government Purchasing Board (VGPB) guidelines.
- Highly Regarded: Specific expertise in Government IT procurement and experience with the Victorian Government eServices Contract framework.
- Proven ability to lead complex negotiations and finalise high-value contracts.
- Analytical mindset with the ability to leverage data for informed decision-making.
