The responsibility of the Senior Estimator is to provide accurate construction estimates, lead and assist a team of Estimators and support staff, and manage the delivery of estimating programs and projects—particularly those deemed medium to high risk, significant, or complex in nature. You will produce high-quality estimates and quotation documentation while ensuring strict compliance with procurement policies, maintaining healthy client relationships, and proactively managing team performance.

The Role
The primary purpose of this position is to manage the delivery of comprehensive construction estimating services while leading a team to achieve successful project outcomes.
As the Senior Estimator (OO7/1), you will oversee the production of competitive, high-quality quotes for building projects, ensuring they align with government policies and client requirements. You will balance hands-on, complex technical estimation with team leadership, research, and data reporting to drive operational efficiency.
- Team Leadership: Lead, assist, and mentor a team of Estimators and support staff, proactively managing work performance and personal conduct.
- Estimate Production: Produce high-quality estimates and quotation documentation for complex, significant, or medium-to-high-risk building projects.
- Compliance & Policy: Ensure all documentation complies with the State Purchasing Policy, Minor Works, local instructions, tendering/contract methods, and specific client requirements.
- Research & Development: Undertake ongoing research into project planning, budgeting, estimating, programming, delivery processes, and procurement practices.
- Reporting & Analysis: Report on estimating programs, providing vital tracking data on volumes, request metrics, acceptance rates, costs, schedule of rates, margins, and overall productivity.
- Relationship Management: Enhance internal and external client relationships through effective communication, sound negotiation, and the delivery of timely, competitive estimates.
- Safety & Workplace Culture: Maintain a healthy and safe work environment, ensuring alignment with human resource practices, employment equity, anti-discrimination, and workplace health and safety (WHS).
Mandatory & Desirable Requirements:
- Proven experience leading, assisting, and developing a team of Estimators and support staff.
- Extensive experience managing estimating programs and projects deemed medium to high risk, significant, or complex.
- Demonstrated ability to produce high-quality estimates/quotes in compliance with the State Purchasing Policy, Minor Works, and established tendering methods.
- Strong capabilities in data reporting, margin analysis, and productivity tracking for estimating programs.
- Exceptional communication and negotiation skills to enhance key client relationships.
- Thorough knowledge of current workplace health and safety (WHS) practices, employment equity, and anti-discrimination principles.
- Current Workplace Health and Safety General Safety Induction Card (White Card).
The successful candidate will:
- Exhibit leadership while supervising services in respect to the delivery of construction, contract management, maintenance and upgrade work, including assisting in the planning and delivery of projects through the efficient supervision and development of office staff, field staff and subcontractors.
- Display an excellent working knowledge of construction equipment and procedures with a strong focus on WH&S.
- Demonstrate the ability to produce high quality tender and quotation documentation for building projects and prepare accurate and timely estimates, quotations and project trade packages, including material lists and construction programs.
- Maintain a healthy and safe work environment, ensuring compliance across all activities.
- Possess advanced computer skills and have a sound understanding of excel.
It is expected that the successful candidate will possess strong oral/written communication, presentation and interpersonal skills. They will display initiative, attention to detail, and have the ability to work autonomously and unsupervised whilst contributing to the wider team's objectives of ensuring service delivery exceeds expectations.
