About the Opportunity
Are you a visionary technical leader with a track record of shaping resilient city infrastructure?
Randstad is seeking a Flood Mitigation Infrastructure Lead to pioneer a complex, long-term flood mitigation program for a landmark urban renewal precinct. This is a high-profile, senior technical stewardship role accountable for shaping and delivering a critical flood mitigation strategy that directly unlocks a key Victorian Government housing priority.
Operating with a high degree of autonomy, you will translate high-level strategy into integrated 5–10 year capital, non-asset, and maintenance programs. You will serve as the authoritative voice and senior inter-agency interface, navigating a highly contested urban and policy environment to ensure future communities are safe, resilient, and ready for sustainable growth.
Key Responsibilities
Program Stewardship: Own the development and endorsement of integrated 5–10 year flood mitigation plans, ensuring solutions are strategically aligned, investment-ready, and address climate change, urban growth, and complex system interactions.
Strategic Inter-Agency Leadership: Act as the principal technical and strategic interface with government partners, delivery agencies, local councils, and industry to shape project scope, sequencing, and funding outcomes.
Influence & Consensus Building: Drive enterprise alignment across the entire asset lifecycle, influencing senior managers and multidisciplinary technical leaders to resolve complex trade-offs and competing priorities.
Climate & IWM Integration: Embed climate resilience and integrated water management (IWM) at a program scale, leveraging opportunities to maximise broader social, economic, and environmental benefits.
Governance & Safety: Shape robust governance frameworks to support proactive risk management, compliance, and visible safety leadership across all programs and partnerships.
What You Bring
To be successful in this highly collaborative and complex environment, you will need:
Qualifications: A tertiary qualification in Engineering, Project Management, or a related technical discipline.
Experience: At least 10 years of professional experience, featuring significant technical expertise in developing flood mitigation programs and managing large, complex infrastructure projects.
Stakeholder Mastery: Highly developed skills in stakeholder management and negotiating technically complex, high-impact issues within a relationship-based environment.
Ambiguity Tolerance: The confidence to operate effectively within uncertainty, identify potential pathways, and negotiate clear next steps with diverse stakeholders.
Strategic Alignment: Proven experience with Development Contributions Plans and aligning capital spend targets with long-term strategic visions.
