Role Overview
One of our Federal government clients is seeking an experienced candidate to lead an evaluation ready process including development of clear and evidence-based program logic models. The role provides strategic advice on outcomes, theory of change, performance measures, and evaluation planning to ensure programs are coherent, measurable and aligned to the Agency’s strategic direction.
Key Responsibilities:
- Lead the development and implementation of program logic models and data matrices.
- Translate complex policy objectives into clear causal pathways, articulating inputs, outputs, and intended short-, medium- and long-term outcomes.
- Provide authoritative advice on program design, performance measures, risks and evaluation requirements.
- Facilitate workshops with internal stakeholders to build shared understanding of program purpose, outcomes and delivery assumptions.
- Ensure products including program logics align with Australian Government frameworks, Agency strategies, evidence bases, risk frameworks and evaluation standards.
- Lead and contribute to the development of monitoring and evaluation plans, including indicators, data requirements and methodologies.
- Build the capability and understanding of Agency staff in program logic and evaluation design.
- Prepare high-quality briefs, presentations and reports.
Key Capabilities & Skills:
- Demonstrated expertise in program logic, theory-based design and evaluation methodology.
- Strong analytical and critical thinking skills, with the ability to synthesise evidence and translate ambiguity into structured program models.
- Excellent stakeholder engagement skills, including the ability to lead workshops and influence decision-making.
- High-level written communications skills, with the ability to produce clear logic diagrams, frameworks, briefs and technical guidance.
The Ideal Candidate:
Our ideal candidate is a highly experienced program design professional. Have significant experience in program design, evaluation performance reporting or similar roles and have qualifications in public policy, evaluation, social sciences, economics or related fields.
