About the Role
Reporting directly to the Chief Corporate Services Officer, the Director of People Management will drive the day to day leadership of our people management function. In this pivotal position, you will partner closely with the Chief Executive Officer to shape and champion the strategic direction for people, culture, and capability across the rapidly evolving Brisbane 2032 organisation.
You will drive building effective workplace culture, responsibly manage the workforce budget while attracting, developing, and retaining a diverse, skilled, and delivery ready team. Ensuring that wellbeing, safety, and inclusion sit at the very centre of our operations, you will empower our people to comfortably contribute to the delivery of an outstanding Games.
The role leads critical portfolios, including HR Advisory and Operations, WHS, Workforce Planning, and Information, Knowledge, and Learning. You will collaborate and partner with senior leaders to build capability, strengthen leadership, navigate organisational change, and forge a cohesive, high-performing, and inclusive workplace as we scale for 2032.
Key Responsibilities
- Oversee implementation and refinement/evolution of the People Management Strategy.
- Oversee the development of the lifetime workforce budget and workforce plan, ensuring disciplined and optimised management of workforce growth and budget, so that resourcing aligns with organisational strategy and genuine business needs.
- Provide support and advice to Functional Area leaders across all aspects of people management.
- Shape and maintain a cohesive and inclusive workplace culture, facilitating the delivery of a total employee value proposition to enhance employee experiences and ensure Brisbane 2032 can recruit and retain the talent it needs at the right time and remuneration point.
- Define and deliver core people processes to provide seamless employee experience fit for purpose at each phase of organisational growth.
- Ensure Brisbane 2032 optimises learnings from past Games and contributes meaningful learnings back into the movement for the benefit of future Games.
- Define and deliver all talent acquisition and lifecycle activities, including attraction, recruitment, immigration, induction, onboarding, development and offboarding.
- Manage key partner relationships including recruitment agency, employment law partners and training and development partners.
- Provide executive oversight of HR systems, payroll including identifying system needs, HRIS roadmap and leading the development of fit for purpose systems for each phase of organisational growth
- Lead diversity, equity and inclusion initiatives to position Brisbane 2032 as an inclusive organisation which can attract and retain talent representative of the Queensland communities it represents.
- Lead HR governance, including organisational effectiveness, role and structure design and change management.
- Lead a safety culture which ensures that all relevant legislative requirements and duty of care obligations are met, and that strong WHS practices are in place to prepare for organisational growth
- Set the learning and development strategy and steer the design and delivery of learning solutions across the various training phases of the organisation.
- Build connections across Brisbane Games delivery organisations and partners to share practices, ideas and influence the overall success of the Games.
- Build, lead and develop a high performing People Management team capable of supporting a complex and rapidly scaling organisation.
Skills and Experience
- Extensive senior leadership level HR experience within large, complex or rapidly scaling organisations.
- While not essential, experience navigating the intersection of corporate business and government environments is highly regarded. We value candidates who can navigate commercial agility within the unique complexities of a multi-stakeholder government landscape. However, we are equally interested in high-impact strategic thinkers from either sector who possess the curiosity and adaptability to thrive in this unique, multi-stakeholder environment.
- Tertiary qualifications in human resources or related discipline.
- Comprehensive, hands-on understanding of Queensland and Australian Industrial Relations (IR) frameworks, employment legislation, WHS requirements, and contemporary people practices.
- A demonstrated ability to balance high-level strategic planning with a willingness to roll up your sleeves and execute technical, day-to-day HR tasks.
- Proven experience designing and implementing leadership development strategies and embedding accountable, high performance and inclusive cultures.
- Comprehensive experience in remuneration system design, development and implementation, along with expertise in talent mapping and people capability development.
- Demonstrated ability to adjust communication and support styles to meet the needs of diverse client groups, from junior employees to senior executives and the Board.
- Demonstrated ability and willingness to roll up sleeves and take on work at any level when required, supporting a small, fast moving team.
- Proven ability to lead teams through significant organisational change and manage complex, multi stakeholder relationships.
- Strong business and financial acumen, including experience managing large workforce budgets and long term resourcing strategies.
- Demonstrated capability to build and sustain an inclusive, collaborative, ambitious and agile culture.
