We are partnering with a local council to find a Community Engagement Officer to join their Governance team. This is a pivotal role dedicated to ensuring our residents have a clear, trusted, and influential voice in Council decision-making.
Sitting within the Executive Services department, you will lead the end-to-end delivery of the Community Engagement program. You won't just be checking boxes; you will be designing innovative participation models that bridge the gap between local government and our diverse community—including those who are historically disengaged or apathetic.
Reporting to the Manager of Governance, you will take ownership of major, sensitive, and often controversial engagement projects. You will be responsible for:
Strategy & Implementation: Scheduling and delivering the annual engagement program using best-practice frameworks.
Inclusive Outreach: Developing creative initiatives to increase participation among CALD communities, youth, and marginalised groups.
Strategic Reporting: Analysing qualitative and quantitative community feedback to produce high-level reports and recommendations for Elected Members and Executive leadership.
Advisory & Training: Providing expert advice to operational staff on minor projects and raising awareness of engagement principles across the organisation.
Facilitation: Leading community forums, public meetings, and representing the Council at sector networks.
You are a "full-stack" communicator who is as comfortable writing a technical report for the CEO as you are facilitating a room full of passionate residents.
To be successful in this role, you will have:
Framework Expertise: A comprehensive understanding of community engagement principles, specifically the IAP2 (International Association of Public Participation) framework.
Writing Excellence: The ability to translate complex legislative or technical information into clear, audience-appropriate content (newsletters, flyers, and social media).
High EQ & Diplomacy: Proven experience managing business relationships and stakeholder expectations using tact, negotiation, and transparency.
Analytical Rigour: The ability to interpret data and sentiment to inform strategic recommendations.
Local Government Knowledge: A sound understanding of South Australian local government legislation and the role of community consultation.
Minimum 3 years experience in a dedicated Community Engagement role.
Proven experience in the planning, implementation, and evaluation of engagement strategies.
Strong public speaking and facilitation skills.
A current/valid driver’s license and a Working with Children Check (or willingness to obtain).
Desirable: IAP2 Certificate, experience with Granicus (Bang the Table) software, and tertiary qualifications in Communications or Project Management.
