Randstad is seeking a highly skilled Senior Policy Officer to lead a critical, short-term project for a Government Department based on the Gold Coast. This is a critical, 3-month temporary engagement starting ASAP, with a focus on delivering a clear, structured framework that supports regulatory compliance and operational decision-making.
This role is classified at the AO7 level and offers a highly competitive casual hourly rate of up to $94.59 per hour plus superannuation. Hybrid working arrangements are available, and a 4-day working week will be considered for the right candidate.
The role
In this role, you will be responsible for the end-to-end drafting and development of a regulatory policy framework. You will work closely with internal stakeholders to review existing legislation, policies, and operational practices to ensure the resulting documentation is practical, enforceable, and aligned with statutory requirements.
Key responsibilities include:
- Lead the development of a regulatory policy framework, ensuring all documentation is clear and well-structured.
- Review relevant legislation, regulations, and existing internal policies to identify gaps or inconsistencies.
- Consult with operational and compliance stakeholders to translate complex legislative and operational requirements into practical policy and governance documentation.
- Author high-quality written materials, including policy frameworks, briefing papers, and supporting guidance documents for Executive leadership.
- Provide advice on policy implementation and regulatory best practice to support the project’s strategic objectives.
- Work independently to manage project timelines and ensure the delivery of all policy instruments within the 3-month engagement.
Skills/experience required:

- Demonstrated experience working within Queensland Government or similar public sector regulatory frameworks.
- Proven experience in transport, environmental regulation, or similar regulatory environments, specifically in the development and drafting of policy frameworks.
- Strong capability in legislative interpretation and the ability to translate complex requirements into structured policy documentation.
- Exceptional written communication skills with a track record of producing high-level reports, briefing papers, and submissions.
- Demonstrated ability to consult with operational teams to ensure policy reflects practical regulatory and enforcement requirements.
- High level of integrity and the ability to navigate complex governance frameworks independently.
- To be eligible for this role, you must be an Australian citizen, a permanent resident, or hold a valid visa with no work restrictions.
