Overview of Role
We are seeking an experienced and highly independent Senior Budget Analyst (AO8) to join the Budget Development team within a major State Government department.This is a pivotal 6-month contract role (with extension options) responsible for providing high-level financial analysis, reconciliation, and reporting for major government projects, particularly within the Infrastructure Investment Portfolio and associated Priority Programs. The successful candidate will have extensive experience in large-scale public sector budget management (managing budgets previously up to $80 million) and possess deep analytical skills, including proven proficiency in utilising SAP for financial data interrogation and ensuring data integrity. This role requires the ability to operate independently, report directly to a Director-level executive, and proactively engage and influence senior stakeholders (Executives and Directors) to drive effective budget management and ensure strict compliance against established project budgeta. Please note government experience is highly desirable for this role commencing in January 2026.

The successful candidate will provide high-level financial analysis, reconciliation, and reporting to ensure strict budget governance and accurate forecasting for major government projects, specifically within the Infrastructure Investment Portfolio (IIP). This is a pivotal role requiring significant expertise in large-scale budget management and complex stakeholder relationship management.
Key AccountabilitiesBudget Development and Estimates: Lead the review, analysis, and preparation of budget adjustments, estimates briefs, and submissions for the Infrastructure Investment Portfolio (IIP) and associated Priority Programs.
System Integrity & Analysis: Utilise advanced knowledge of SAP data to interrogate financial records, determine expenditure trends, identify reconciliation gaps, and ensure data integrity for large-scale investments.
Governance and Reporting: Prepare and coordinate high-level correspondence, cabinet requests, reports, and briefing material relating to budget matters. Contribute significantly to Portfolio Performance Reporting, articulating complex financial data for Executive, Ministerial, and technical audiences.
Stakeholder Influence: Proactively engage, negotiate, and influence Program Directors and Project Coordinators to ensure strict budget compliance and prevent over- or under-spend.
Reporting: Reports directly to the Director, Budget Development
Financial Expertise: Demonstrated extensive experience in large-scale budget management (e.g., managing budgets previously up to $80M), financial analysis, reconciliation, and forecasting, preferably within the public sector.
Systems Proficiency: Proven high-level proficiency in using SAP for financial data interrogation and ensuring data integrity for large-scale investments.
Communication and Influence: Exceptional ability to communicate complex financial concepts clearly (written and verbal) and proactively engage, negotiate, and influence senior stakeholders.
Independence: Proven ability to operate independently and maintain responsibility for delivering accurate and timely budget documentation with high diligence.
Qualifications: Tertiary qualifications in Accounting, Finance, or a related discipline are highly desirable.
