Position Overview

  • Position Title: Strategic HR Business Partner

  • Classification: Level 7

  • Engagement: 6-Month Initial Contract

  • Location: Perth Metropolitan Area, WA

  • Reports To: Assistant Director, Talent and HR Business Partnering (Level 8)

Role Summary

As a Strategic HR Business Partner, you will act as a dedicated People and Culture relationship manager for a designated organisational pillar. You will work closely with executives, managers, and leadership teams to align workforce practices and culture change programs with broader business objectives. This role is vital in building a business-focused, employee-oriented, and high-performance culture that emphasise the acquisition and development of a talented workforce.

Key Responsibilities

1. Strategic Leadership

  • Lead and contribute to the development of organisational and pillar workforce strategies, policies, and plans aligned with agency values and diversity objectives.

  • Build strategic partnerships across the department and with senior leadership to understand and resolve complex workforce issues.

  • Coordinate and leverage high-level workforce metrics and information to drive better people management practices.

2. Service Delivery Management

  • Provide timely, contextualised strategic advice and consultancy services within a large and complex business environment.

  • Provide high-level support and case management across an array of HR activities, including employee relations, performance management, workforce planning and recruitment, position classification, and change management.

  • Coach leaders to strengthen their confidence and capability in all aspects of people management.

  • Broker expertise from the broader People and Culture leadership team to deliver specialised programs and services.

  • Design, present, and facilitate training programs, workshops, and information sessions on topical HR issues for managers and staff.

  • Collaborate with fellow HR Business Partners to share resources, ensure service consistency, and cover leave allocations (rotations between different pillars occur periodically).

3. Leadership, Management & Corporate Responsibility

  • Lead and manage direct/indirect staff by guiding and coaching them to adapt to change and grow professionally.

  • Contribute actively to the directorate’s Leadership Group to shape strategy, policies, and systems improvement.

  • Participate in incident and emergency management activities based on capability and experience as part of DPIRD’s agency obligations.

Work-Related Requirements (Selection Criteria)

Applicants must demonstrate their ability to apply the Public Sector Commission’s Leadership Expectations at the Leading Others context:

Essential Criteria

  1. Role Specific Experience: Proven experience at a senior level providing strategic, business-centric human resource and organisational development advice that delivers measurable business outcomes.

  2. Knowledge: Sound knowledge and understanding of WA public sector legislation, policies, instructions, and frameworks relevant to HR management.

  3. Lead Collectively: Ability to build and maintain effective working partnerships to achieve shared agency outcomes.

  4. Think Through Complexity: Solutions-focused approach utilising systematic thinking to work through ambiguity and evaluate risks.

  5. Dynamically Sense the Environment: Ability to approach crucial conversations thoughtfully, with the capability to adapt communication styles to target, influence, or persuade an audience.

  6. Deliver on High Leverage Areas: Tenacity and resilience to drive high-quality performance by setting clear, shared objectives while modelling healthy work practices.

  7. Build Capability / Embody Public Service Spirit: Experience clarifying performance expectations, supporting staff growth through coaching, and modelling ethical, respectful behaviour.

  8. Lead Adaptive: High self-awareness regarding personal work style and behaviour, with a commitment to continuous personal development.
