About the Role A leading Western Australia public infrastructure authority is seeking an experienced Quantity Surveyor or Senior Civil Estimator for an immediate 6 + 6 month engagement.
Positioned within a major capital works program, this client side advisory role focuses on leading external estimating consultancies, establishing robust cost assurance frameworks, and ensuring financial transparency across high-profile civil and marine infrastructure projects.
Rather than spending your day performing manual line item take offs, you will operate at a strategic level. You will direct a panel of 7 external cost consulting firms, driving quality assurance, reviewing detailed cost models, and providing clear commercial insights to support critical funding and executive decisions.
Key Responsibilities
Manage external cost estimating consultants, including scope definition, tender support, work direction, performance management, quality assurance, and deliverable acceptance to ensure outputs are robust, transparent, traceable, and fit for purpose.
Establish, maintain, and continuously improve estimating tools, templates, processes, and assurance systems across projects and the broader program.
Lead estimate review and commercial assurance processes across major civil and marine assets.
Develop clear cost estimate outputs, commercial analytics, and strategic insights for internal executive reporting, funding requests, and business cases.
Contribute to project, commercial, legal, and probity documentation relating to estimating and commercial governance.
Build and sustain positive, collaborative working relationships with internal executive team members, project stakeholders, and external partners.
About You
Sector Expertise: Significant quantity surveying, cost management, or estimating experience within the infrastructure sector, ideally with a background in civil or marine construction projects.
Technical Mastery: Strong understanding of first principles estimating, detailed measurement, and commercial assurance methodologies.
Commercial Acumen: Ability to navigate commercial, legal, and probity considerations associated with complex, high risk public infrastructure delivery.
Interpersonal & Negotiation Skills: A confident, sociable, and articulate communicator who thrives in high pressure environments and can effectively negotiate with and guide external consultancies.
Qualifications: Tertiary degree in Civil Engineering, Quantity Surveying, Construction Project Management, Contract Management, or a related discipline is desirable.
