About the Role
Reporting to the Head of Villages, the Manager of Villages Planning & Operations leads the strategic planning and coordination for all Brisbane 2032 Games Villages. In this highly collaborative role, you will partner closely with government agencies, developers, and internal Functional Areas to align physical infrastructure development with complex operational needs right from the early planning stages. A key priority is designing integrated, athlete-focused Village solutions that meet International Olympic Committee (IOC) and International Paralympic Committee (IPC) standards. Crucially, this involves ensuring that Paralympic requirements and accessibility needs are deeply embedded across all aspects of Village design and delivery, creating an inclusive, fit-for-purpose environment for all.
As the organisation scales, you will drive procurement planning, establish rigorous risk management and service level frameworks, and ensure that operational readiness is firmly embedded across all Village projects. Ultimately, your comprehensive planning efforts will culminate at Games-time, where you will manage live Village operations to deliver a seamless and high-quality Games experience for all athletes and team officials.
Key Responsibilities
- Liaise with Queensland Government, DSDIP and other delivery partners to ensure alignment between Village infrastructure and operational requirements.
- Ensure Paralympic requirements are embedded across all aspects of Village planning and delivery.
- Provide expert operational advice into Village design, development, and precinct planning by acting as a key interface between Villages, Venue Infrastructure, NOC/NPC Services, and other Functional Areas (FA’s), reviewing development plans to ensure integrated outcomes and compliance with IOC and IPC requirements.
- Lead the end-to-end operational planning process for all Brisbane 2032 Village sites by establishing a comprehensive programme (including milestones, dependencies, and reporting frameworks) and developing service level frameworks to ensure all services are planned and delivered to agreed standards.
- Partner with Sport & Athletes FA, NOC/NPC Services FA, IOC, IPC and key stakeholders to confirm bed requirements, allocations, and timing, ensuring that Village planning aligns with athlete and team requirements.
- Lead the coordination of operational requirements for all regional Villages, while supporting the planning, delivery, and contract management of accommodation solutions in partnership with the Accommodation FA and external providers.
- Work with Procurement to develop sourcing strategies and market engagement plans for Village services.
- Establish and manage testing, readiness and transition plans across all Village sites.
- Support the Head of Villages with strategic planning and programme development.
Skills and Experience
- Demonstrated experience in operational planning, coordination and delivery of complex, multi-site programmes or major events, with the ability to manage multiple workstreams, dependencies and stakeholders.
- Experience working within a multi-sport, multi-village event environment or similarly complex service delivery context (desirable).
- Experience working with government agencies, delivery authorities, and external partners to support planning and delivery outcomes, including exposure to approvals, compliance processes or infrastructure interfaces.
- A practical understanding of true accessibility requirements for village operations.
- Experience in village operations, accommodation or a similar service delivery environment (desirable).
- Tertiary qualification in project management, event management, hospitality, business, planning or a related discipline (desirable).
- Strong organisational skills and attention to detail, with the demonstrated ability to manage competing priorities, deliver to deadlines, and work effectively in a high-pressure, evolving environment while adapting communication styles to suit multiple stakeholders, from technical specialists through to senior leadership.
