Randstad has been engaged by a strong Local Government Client in the western suburbs of Melbourne to recruit a Capital Planning Master Scheduler (Band 7) on a 6 months contractual basis.

Position Overview
Working within the Infrastructure Services Directorate, the Capital Planning Master Scheduler oversees the continuous improvement, sequencing, and strategic oversight of Council’s 10-Year Capital Works Program.
Rather than managing day-to-day project delivery, this strategic role ensures a sustainable, evidence-based pipeline of renewal, upgrade, and growth infrastructure projects aligned with Council's Asset Management Framework and Long-Term Financial Plan.

Key Responsibilities
Capital Program Development: Lead the annual formulation of the 10-Year Capital Works Program, evaluating project submissions against asset data, risk, and strategic priorities.
Master Scheduling & Sequencing: Maintain an integrated portfolio schedule across planning, design, approvals, and procurement phases while identifying critical paths and resource constraints.
Asset & Strategic Alignment: Translate Asset Management Plans and condition data into actionable long-term capital investment scenarios and delivery forecasts.
Governance & Executive Reporting: Prepare high-level dashboards, Council reports, and briefing papers to support transparent investment decision-making.
Data Analytics & Systems: Utilize Excel, Power BI, ERP, and asset management systems to improve capital data quality, build forecast models, and track program metrics.
Stakeholder Engagement: Facilitate cross-departmental workshops and build collaborative relationships with service managers, project delivery teams, and executive leadership.
Key Selection Criteria & Experience
Tertiary qualification in Engineering, Asset Management, Project Management, Planning, Finance, or a related field.
Proven experience in strategic capital planning, portfolio scheduling, or infrastructure planning (Local Government experience highly regarded).
Advanced analytical capability using Excel, Power BI, and specialized portfolio scheduling/asset management tools.
Strong understanding of asset lifecycle principles, renewal modeling (e.g., IPWEA frameworks), and financial forecasting.
Superior stakeholder management, facilitation, and executive report-writing skills.
Current Victorian Driver Licence.
