About Our Client & The Role:
On behalf of our client, a leading Victorian public sector organisation based in Geelong, we are seeking an experienced Manager, FOI & Information Release to join their Legislation and Privacy team.
In this key leadership position, you will oversee and drive the strategic end-to-end delivery of the organisation's Freedom of Information (FOI) and information release functions. You will provide authoritative, high-quality legal and strategic advice to senior executives, balancing organizational risk and transparency while ensuring strict compliance with statutory obligations.
Reporting to the Senior Manager of Legislation and Privacy, you will lead a dedicated team of 10–11 direct reports, fostering a collaborative, high-performing, and psychologically safe environment.
Key Responsibilities:
... Strategic Leadership: Develop, implement, and maintain the enterprise-wide approach to FOI, information governance, and records release.
High-Profile Advisory: Deliver strategic, high-quality legal and operational advice on sensitive, high-profile requests and statutory disclosure obligations.
Statutory Compliance & Reporting: Oversee end-to-end request processing and coordinate annual FOI reporting, reviews, and complaints.
External Representation: Manage external review processes, including matters before external review bodies and tribunals (e.g., OVIC reviews/complaints and VCAT).
Team Management: Lead, coach, and develop a multidisciplinary team, driving workforce planning, capability development, and continuous improvement.
Stakeholder Engagement: Build strong, trusted partnerships with internal executive leaders, external government bodies, and key community stakeholders.
What We Are Looking For:
FOI & Legal Expertise: 5+ years of extensive experience leading FOI functions, with a proven track record managing sensitive, complex requests and disclosure obligations.
Qualifications: Tertiary qualifications in Law or a related discipline (eligibility to hold a Legal Practicing Certificate in Victoria is highly regarded).
People Leadership: Demonstrated success leading, mentoring, and developing high-performing, inclusive teams.
External Appeals Experience: Hands-on experience navigating external review processes, including OVIC reviews and tribunal (VCAT) proceedings.
Stakeholder Management: Exceptional communication skills with a proven ability to influence senior decision-makers and navigate complex stakeholder environments.
