EL1 Technical Lead | Workforce Modelling & Analytics Capability
We are seeking an EL1 Technical Lead to join a fast-paced, reform-focused team responsible for driving strategic workforce modelling and forecasting. In this high-impact, senior specialist position you will focus on building robust, scalable models that support high-level decision-making through periods of major transformation.

- Start: ASAP
- Role Type: Contract through to 31 December 2027 (possible extension)
- Work Type: Full-time hours, Part-time may be considered
- Location: Newcastle NSW
- Pay Rate: $602.55 / Daily + Super
- Work Rights: Australian Citizenship required
Key Responsibilities
- Model Maintenance & Enhancement: Learn, maintain, and expand an existing workforce model to support ongoing reform initiatives and future workforce planning.
- Solution Architecture & Design: Translate complex policy, workforce, and operational challenges into robust, maintainable technical products using enterprise-approved Microsoft tools and standard software.
- Governance & Documentation: Establish and enforce technical standards, testing protocols, quality assurance, and comprehensive documentation to ensure models remain transparent and sustainable.
- Capability Building: Provide technical leadership through mentoring and knowledge sharing to upskill team members and reduce reliance on single subject matter experts.
- Strategic Collaboration: Partner with key stakeholders across various workstreams to deliver implementation scenarios, workforce forecasts, and analytical insights.
Skills & Experience Required
- Workforce Modelling & Planning: Demonstrated experience in workforce modelling, workforce planning, workforce transformation, or implementation modelling within complex organisational environments.
- Analytical & Technical Expertise: Strong technical capability, including forecasting, scenario modelling, assumption development, and model design using enterprise-approved tools. Proven hands-on proficiency with Python, DAX, and Power Query.
- Systems Thinking & Problem Solving: Advanced systems thinking with the ability to translate complex business problems into modellable approaches and guide technical solution delivery.
- Governance & Capability Development: Proven ability to build sustainable modeling capability, write clear documentation, and establish standards that endure beyond individual projects.
- Stakeholder Engagement: High-level communication skills to collaborate effectively, articulate analytical findings, and influence decision-making.
