Role Overview
We are seeking an experienced Specialist Advisor (EL1 level equivalent) to join a dynamic People, Culture & Wellbeing division.
In this strategic and advisory role, you will lead the design, consultation, and implementation of a contemporary employee suitability framework across the full workforce lifecycle. You will serve as a subject matter expert in personnel security, vetting, and workforce integrity—applying structured risk assessments and providing expert guidance to senior leaders.
Key Responsibilities
Framework Development: Lead the design, consultation, and rollout of a contemporary workforce suitability framework aligned with protective security standards (PSPF) and public sector integrity policies.
Suitability Assessment & Advisory: Apply vetting and suitability assessment principles to complex workforce cases, delivering defensible decision records and risk mitigation advice.
Pre-Employment & Ongoing Screening: Strengthen risk-proportionate pre-employment screening settings and establish clear triggers for ongoing workforce monitoring and integrity checks.
Role Risk Governance: Partner across People, Culture, Fraud, Cyber, and Legal teams to identify high-risk roles and align position design with appropriate screening requirements.
Executive Briefings & Leadership: Prepare high-quality briefs, decision papers, and policy documentation for executives while promoting a strong culture of ethical behaviour.
Key Selection Criteria & Experience
Protective Security & PSPF: Demonstrated experience applying Protective Security Policy Framework (PSPF) requirements across the employment lifecycle (recruitment, onboarding, ongoing monitoring, and cessation).
Personnel Vetting & Integrity: Significant experience in personnel security, vetting, suitability assessments, or equivalent integrity-focused advisory roles.
Analytical & Written Skills: Strong ability to interpret complex personal information, apply structured risk criteria, and write clear, defensible decision records and briefings.
Stakeholder Management: High-level interpersonal skills with the ability to manage sensitive, confidential matters with discretion and collaborate across Legal, Cyber, Fraud, and Risk units.
Qualifications (Desirable): Certificate IV in Government Security (Personnel Vetting) or equivalent experience leading security uplift/reforms.

Citizenship: Must be an Australian Citizen.
Background Checks: Successful candidates must satisfy pre-employment screening, including a National Criminal History Record Check, Working with Children / Vulnerable People Check (where required), relevant worker screening checks, and background vetting.
