About the Role
The Functional Consultant, Ceremonies is responsible for leading the strategic analysis, planning and development work required to establish Brisbane 2032's Ceremonies function and prepare the organisation for key Ceremonies milestones, including the LA28 Handover Ceremonies and Games-time Ceremonies delivery.
Reporting to the Chief Marketing Officer, the role will work across the Brisbane 2032 Organising Committee led by the President, the International Olympic Committee (IOC), International Paralympic Committee (IPC), Games Delivery Partners and other stakeholders to develop the Ceremonies operating framework, governance model, organisational design, budget scenarios, procurement approach and delivery roadmap.
The role will provide expert advice and recommendations to support critical decisions regarding the future structure and delivery of Ceremonies, ensuring Brisbane 2032 is positioned to establish a fit-for-purpose Ceremonies function that reflects the ambition, values and brand positioning of the Games while meeting Host Contract obligations and maintaining strong governance and financial discipline.
Key Responsibilities
- Lead the development of the Brisbane 2032 Ceremonies Framework and strategic roadmap, shaping the future delivery model, operational structure, and milestone schedule through to Games time while managing key risks and dependencies.
- Analyse previous Olympic and Paralympic Games Ceremonies delivery models and identify insights relevant to the Brisbane 2032 context.
- Design the optimal Ceremonies organisational structure and resourcing strategy, while assessing delivery vehicles and legal/governance options to determine the most effective model for Brisbane 2032.
- Recommend approaches to workforce planning, volunteer integration and mass cast recruitment requirements.
- Identify future capability needs and implementation priorities for the Ceremonies function.
- Develop governance and approval frameworks supporting creative, financial, protocol and operational decision-making.
- Facilitate cross-functional consultation and establish clear stakeholder maps, identifying responsibilities, dependencies, and approval pathways, to ensure alignment and informed decision-making.
- Support engagement with IOC, IPC, Games Delivery Partners, government stakeholders and rights-holders as required.
- Develop Ceremonies budget scenarios and investment options that align with Brisbane 2032's balanced budget objectives.
- Assess funding models, value-in-kind opportunities and resource-sharing options across functional areas.
- Develop procurement and contracting recommendations tailored to the unique requirements of Ceremonies delivery.
- Lead planning activities required to support Brisbane 2032 decision readiness for the LA28 Handover Ceremonies, including any expected outsourcing, contracting and budget.
- Develop Request for Proposal (RFP) documentation, evaluation criteria and associated governance frameworks for future Ceremonies delivery partners, for 2032.
- Prepare recommendations relating to external production, creative and delivery partnerships.
- Translate Brisbane 2032's vision, values and brand positioning into recommendations supporting Ceremonies creative development.
- Assess creative leadership options and identify potential Australian creative leaders and partners for future consideration.
Skills and Experience
- Significant experience in major events, ceremonies, entertainment production, strategic consulting, cultural programming, project delivery or related fields. Must have been integrally involved in delivering an Olympics Ceremony.
- Demonstrated experience developing operating models, governance frameworks, organisational structures and strategic business recommendations.
- Experience working in large-scale, complex stakeholder environments involving government, commercial and community stakeholders.
- Strong understanding of major event delivery, ceremonies, cultural programs or live event production environments.
- Demonstrated ability to lead complex consultation processes and translate stakeholder input into actionable recommendations.
- Experience preparing business cases, strategic reports, budget models and executive-level recommendations.
- Understanding of procurement, contracting and commercial delivery frameworks.
- Strong analytical, planning and problem-solving capabilities with the ability to manage ambiguity and competing priorities.
- Outstanding stakeholder engagement, communication and influencing skills.
- Ability to operate effectively at both strategic and operational levels.
