  • case study: JDSU Asia Pacific.

    The business need
    JDSU (NASDAQ: JDSU) (TSX: JDU) innovates and collaborates with customers to build and operate the highest-performing and highest-value networks in the world. Our diverse technology portfolio also fights counterfeiting and enables high-powered commercial lasers for a range of applications. JDSU requires a diverse range of niche talent and needed a partner with deep access into the talent market across the world. Having experienced a first generation RPO in the United States with Randstad Sourceright and various providers in other markets, JDSU went to market to identify one global solutions partner to streamline operations across the United States, EMEA, Asia Pacific and Latin America in early 2012. As a result of demonstrated success, service breadth and geographic depth, Randstad Sourceright was appointed as the global RPO solutions partner in 2012.

    The situation in Asia Pacific:

    • JDSU required an RPO partner with the capability to support the outsourcing program across the Asia Pacific region – with primary focus in Singapore, China and Thailand, and extending to Hong Kong, India, Malaysia, Australia, Japan and Korea.

    • Initial estimations were set at 400 permanent hires across technical, engineering and professional white collar roles, including IT and Finance positions, to drive their high-tech manufacturing and head office operations across the region.

    • Prior to implementation, JDSU had very limited visibility over actual recruitment spend in Asia Pacific and limited success with their previous RPO provider.

    • JDSU required a flexible partner to scale to their needs as and when required, and address key challenges across low fill rates, creeping time-to-fill, and rogue recruitment spend outside of the RPO solution.

    The solution:

    • A full review of the incumbent’s recruitment processes was undertaken to identify opportunities to increase process efficiencies, optimise the solution, align systems and process across the region, and add candidate sourcing innovation.

    • Following business scope, the solution was custom-built and implemented to provide a full end-to-end recruitment model – enabling JDSU’s HR team to focus on core strategic issues.

    • Randstad Sourceright developed a centralised RPO program management solution from our regional office in Singapore, supported by onsite service models in Singapore and China. Centrally from Singapore, our dedicated account manager services the region, with China having a dedicated team based in Shenzhen at JDSU.

    • To create a scalable solution as and when needed, we further support our onsite teams with virtual sourcing centers in Shanghai and Kuala Lumpur to create greater access the niche and hard-to-find skills-sets.

    The success:

    • As a new partner in Asia Pacific in 2012, we quickly established a strong working partnership as an extension of the JDSU management team. This enabled us to understand the business and complexity of the roles to quickly impact the key challenges around fill rates and time-to-fill.

    • Within the first year of the program, Randstad Sourceright significantly improved key KPI’s and business challenges – achieving an 85% fill rate (up from 30%) and reducing time-to-fill by more than 50% – from over 80 days to less than 40.

    • Business units with previous limited success in recruiting technical skills have achieved immediate access to new candidate markets through enhanced sourcing and recruiting processes.

    • Due diligence has uncovered a range of areas for improvement, including process improvement with their existing ATS, Brassring. This has provided full visibility and transparency of the impact of the RPO program, and provides JDSU and Randstad Sourceright with greater insight to partner on areas of innovation, process efficiency and service optimization.

    As JDSU’s business in Asia Pacific continues to evolve, as does our partnership. We are working in close collaboration to build and manage a complete talent acquisition solution that supports their company vision, goals and talent needs. As a result of the success of the RPO program, JDSU has extended the solution and appointed Randstad Sourceright as their ‘MSP lite’ provider in 2014. The goal of this program is to provide greater visibility and transparency across their contingent workforce and temporary labor usage. This is one of the first blended workforce models operating in Asia Pacific, and we look forward to working with JDSU to evolve a fully integrated talent acquisition strategy and workforce model.
