The report covers five major themes:
- The AI Revolution: The Australian government is mandating AI adoption and allocating a $9.7 billion digital budget for productivity reforms to achieve a projected $19 billion annual gain, though the effort is challenged by a staff readiness gap across federal, state, and local governments.
- Redefining the Employer Brand: The public sector is actively redefining its employer brand across all government levels—federal focusing on flexibility, state on community impact, and local on long-term security—to compete with the private sector by emphasising purpose and stability.
- Equity, Diversity & Inclusion (ED&I): The public sector is treating equity, diversity, and inclusion as a key performance indicator, significantly outperforming the private sector on gender pay equity and actively implementing programs to meet targets for disability and First Nations employment across all levels of government.
- Critical Talent Shortages: The Australian public sector faces a structural talent deficit, driven by a $242 billion infrastructure pipeline and a critical need for cyber and healthcare specialists, which is necessitating a shift toward skills-first hiring to address acute shortages in areas like cyber security, nursing, and technical trades across all government levels.
- Awareness, satisfaction, and EVP: The public sector's Employee Value Proposition (EVP) is anchored by job security, but the widening salary gap with the private sector, particularly at senior levels, remains the primary driver of attrition despite high superannuation rates and strong employee satisfaction in areas like community impact.
