• Ability to develop a maturity model that outlines what each level of maturity will be scored and an explanation of the different levels of maturity from an individual agency’s perspective.
• Experience in survey design development, including the creation of appropriate survey questions that demonstrate policy compliance and seeking/suggesting evidence of rating if required.

• Experience in developing a scoring rubric appropriate to the survey developed.
• Ability to develop a methodology/process for using survey data, synthesising information, extracting actionable insights and highlighting impact.
• Ability to develop an appropriate reporting template.

• Strong user and digital service focus.
