Government owned department seeking a Project Manager for their Information Systems Branch.

The responsibilities include managing line of business applications working with partners to achieve whole of government outcomes and management of our client's network and associated infrastructure. The branch also facilitates the department's strategic IT investment framework on behalf of Board of Management (BoM) including provision of technical solutions.

About the Project

The prime objective of the project is to procure a technology refresh of telephones by replacing the current telephone system with a new system of equivalent capability together with the flexibility and capability to integrate and expand with future state systems.

About the Role

The role will oversee the project delivery of the project, including:

  • Oversee the completion and ratification of business requirements for the new project solution.
  • In liaison with the Procurement team, lead the procurement activities to seek competitive offers from suitable respondents in the market and oversee the evaluation of offers identified.
  • Lead project, operational and vendor resources to complete the implementation of project initiatives
  • Plan, coordinate and provide high level technical expertise in liaison with vendor(s) regarding the implementation of the system and associated infrastructure requirements
  • Direct the vendor(s) with regards to the implementation of the solution.
  • Provide high level leadership and management in the development and implementation of projects, ensuring effective and high quality, innovative and practical solutions to strategic priorities identified by government.
  • Manage human, financial and physical resources, including project specific teams. Ensure effective governance, a culture of client service and the achievement of required outputs.
  • Identify and provide advice on resolving issues to ensure information, application and infrastructure compatibility and user preparation and readiness relevant to project activities.
  • Develop and maintain project documentation (PID, Schedule, etc.) for the project.
  • Take responsibility for the definition, documentation and successful completion and closure of complex projects ensuring that appropriate project, quality, change control and risk management processes are maintained.
  • Oversee and inform change management for the implementation of the solution.
  • Liaise closely with the Infrastructure team and internal-to-government suppliers.

Required skills

  • Must have demonstrated skills and experience in the following areas:
    • Five or more years’ experience in managing IT-enabled business projects, commercial-off-the-shelf software implementations, and/or infrastructure projects
    • Strong demonstrated experience using PRINCE2 in the planning and delivery of similar ICT projects
    • Demonstrated experience undertaking ICT procurement using QITC or GITC frameworks
    • Demonstrated experience in ICT vendor management
    • Strong conceptual or working knowledge of Voice over IP (VoIP) solutions
    • Demonstrated strong understanding of network topologies and understanding of bandwidth implications for voice solutions
    • Excellent interpersonal skills for negotiating with internal and external stakeholders
    • Financial management skills with regards to project planning and implementation
    • High level of written communication skills, including the ability to simplify complex ICT concepts for the development of clear project documentation which both business users and IT technical staff can interpret
    • Ability to work collaboratively with other staff and contractors in the development of procurement and project documentation as well as ability to work individually
